The book of Lamentations is read or chanted to a very mournful tune and some Jews sit on the floor, as a sign of sadness. Lamentations speak about the sorrow of people who saw the first temple and much of the city being destroyed. Jews who hear it also remember some of other sad events.
Tisha B'Av is a fast day and comes in late July or August. It recalls the destruction of the temples, which happened on the same day of the year. Many other sad things happened to Jews on the same day.
